Description: DWR NRO, in cooperation with Lake County, conducted high-water staking and flow measurements for the December 11, 2014 storm event. Flow measurements were made at the Middle Creek near Upper Lake gage and Elk Mountain Road Bridge crossing of the Clover Creek Diversion Channel. The measurement at the Middle Creek gage was conducted to improve the stage-discharge rating curve. The proximity of the Clover Creek Diversion Channel resulted in both measurements being made within several hours of each other.The measurement on Middle Creek occurred at 11:56 AM Pacific Standard Time (PST) with a flow of 3,450 cfs and a mean gage height of 14.60 feet, local datum, which was after the peak gage height of 16.15 feet that occurred at 10:30 AM. Using the new rating curve for the gage, the flow for the peak stage was estimated to be 4,400 cfs.An instantaneous flow measurement was conducted from the Elk Mountain Road Bridge crossing of the Clover Creek Diversion Channel. The flow of 1,300 cfs was measurement at 1:30 PM PST.No flow measurements made at Scotts, Alley, nor Clover creeks.The high-water marks, representing the peak flow, were staked by Lake County between December 11-16, 2014. NRO surveyed the high-water stakes on December 23, 2014.Note: High-water mark data are one of the best sources for calibrating hydraulic models; however, high-water mark data have inherent inaccuracies. Oftentimes, high-water marks are estimated from debris deposits. Debris deposits rarely form a nice, narrow, well defined line. Wind and wave action can cause debris to be washed higher than the actual water-surface elevation. High-water marks in overbank areas are often higher than they are in the channel.
